With over 20 years of executive management experience, Philippe Lefebvre specializes in supply chain, manufacturing, and telecommunications. Currently serving as President of Centerline’s Canadian operations, he manages a $75M P&L, focusing on wireline, wireless, and EV infrastructure markets. Mr. Lefebvre leads the company through operational consolidation, sales growth, and diversification initiatives.

Prior to Centerline, Mr. Lefebvre excelled in supply chain management in military and commercial explosives sectors, demonstrating expertise in operational improvements and team leadership. He drove large-scale organizational developments, emphasizing process re-engineering and standardization, while achieving significant cost savings through procurement strategies and contract negotiations.

Prioritizing team development and collaboration, Mr. Lefebvre fosters a positive work environment across business units. His leadership blends strategic planning with operational execution, ensuring both growth and risk management. His approach has consistently led to organizational success.

Mr. Lefebvre holds a Bachelor of Business Administration from the University of Quebec in Montreal and a Lean Six Sigma Green Belt Certification.

With four decades of experience, Paul Maiuri is a respected professional in the critical infrastructure, construction, and maintenance industries.

Mr. Maiuri is the founder and president of Maicom Solutions, LLC, a division of Centerline focused on inside plant (ISP) and outside plant (OSP) wireline services. He leads over 350 employees across the continental United States in providing solutions to all critical infrastructure needs, including electrical, fiber optic, mechanical, HVAC, power generation, construction management, fire suppression, site monitoring, and preventative and demand maintenance.

Mr. Maiuri founded Maicom Solutions, LLC and Maiuri Electrical Corp. in 1988, establishing a reputation for the delivery of top-quality electrical, construction, and telecommunication services throughout New England.

Sean Carr boasts 27 years of experience in the telecommunications sector. Throughout his career, he has excelled in executive roles, driving the success of wireless and wireline B2B services companies. Specializing in network design, construction, and maintenance, Mr. Carr has a proven ability to identify strategic opportunities, develop organizational plans, and secure long-term contracts through trusted client relationships.

Currently serving as Chief Administration Officer of Centerline, Mr. Carr oversees the implementation of best business practices across the company’s operations.

Prior to this role, he spent 19 years as President of Tower Resource Management, Inc. (TRM), where he significantly expanded the company’s services in wireless and fiber network development. Recognizing the potential for growth, Mr. Carr orchestrated TRM’s acquisition by Centerline in 2018, a move that has fostered ongoing success and collaboration.

Mr. Carr earned his Bachelor of Science degree in Resource Development & Environmental Economics from the University of Rhode Island and holds a PMP Certification from Bryant University.

With ~20 years of business experience, including a decade in the design and construction sector, Matt Henley brings a wealth of expertise in corporate strategy, operations, finance, and change management.


As Centerline’s Chief Transformation Officer, Mr. Henley is responsible for leading operational excellence and process improvement. He oversees corporate initiatives that drive digital transformation, such as system integration and reporting, as well as standardization of corporate processes. These initiatives will enhance the company’s ability to scale and achieve both near-term and long-term financial targets.


Previously, Mr. Henley held a variety of roles at WSP, a global planning, design, and construction services business that serves the transportation, energy, water, and earth and environment markets. Mr. Henley held several roles during his tenure at WSP, including project manager, Chief of Staff for the $10B California High-Speed Rail Program and VP of Finance and Operations for the $400M Program Management/Construction Management business.


He holds a Bachelor of Arts degree from Washington University in St. Louis and an MBA from The Wharton School of Business at the University of Pennsylvania.

Loan Mansy is an accomplished business leader with 30 years of experience spanning the chemical and waste management industries. She has held roles in technology, operations, supply chain, sales and marketing, strategy, and business management. With leadership experience in both manufacturing and service businesses, along with her hands-on experience in multi-functional roles, she understands how businesses can grow profitably with their customers through engaged employees.

Ms. Mansy is currently the Chief Executive Officer of Centerline. She is responsible for all P&L and leads over 1,300 employees in designing, building and maintaining next-generation wireless, wireline networks, and critical infrastructure facilities for Fortune 500 clients. She also currently serves on the board of directors for Hudson Technologies, a leading refrigerant reclamation company.

Prior to Centerline, she held leadership positions in the hazardous and nonhazardous waste management service industries, serving as President of Clean Harbors’ $2.8B Environmental Sales & Service business. Before that, she served as Area President for Republic Services’ $1.1B business in the Northeast United States.  

Ms. Mansy has more than 20 years of experience in the chemical industry, working for major global chemical companies and conducting business in North and South America, Europe, Africa, and Asia. At AkzoNobel, she managed the surface chemistry surfactant business for the Americas. She also held roles of increasing responsibility at Eastman Chemical Company and Solutia Inc., such as Global Automotive Business Director for the advanced material interlayers polyvinyl butyral (PVB) business and Americas Commercial Director for the technical specialties heat transfer fluid and aviation hydraulic fluid businesses. Ms. Mansy spent the first 10 years of her career in Manufacturing and Supply Chain with Monsanto’s integrated nylon business.

She holds a Bachelor of Science degree in chemical engineering from the University of Texas at Austin and an MBA from the Kellogg School of Management at Northwestern University in Evanston, Illinois.

Andrea Piccarelli is a seasoned human resources professional with 25 years of experience across diverse industries. She excels as a leader, having navigated roles of increasing responsibility in retail, manufacturing, power, and biotech sectors. Specializing in employee relations, labor relations, and total rewards, she successfully leads HR teams to support the ever-evolving needs of a growing business.

Currently serving as Chief Human Resources Officer of Centerline, Ms. Piccarelli oversees HR operations for 1,400+ employees. Her sleeves-rolled-up approach aligns with the company's mission to enhance critical infrastructure through smart design, quality builds, and reliable maintenance. She also serves as a board member for the Message of Hope Foundation, a nonprofit dedicated to improving the lives of hospitalized children.

Previously, Ms. Piccarelli held key roles in the power industry, notably as Vice President of HR at BHI, overseeing 10,000+ employees. Her career journey includes leadership positions at Covanta, Smithers, and Tyco, where she managed regional HR functions.

Ms. Piccarelli is a graduate of Bryant University, holding dual bachelor’s degrees in communication and business administration. She furthered her education with an MBA from Norwich University, complemented by GPHR (Global Professional in Human Resources) andSPHR (Senior Professional in Human Resources) certifications.

Josh Delman is the Founder and Executive Chairman of Centerline. He focuses on the development and execution of Centerline’s strategic organic and inorganic growth plan in partnership with the executive management team. Since establishing the company in 2006, Mr. Delman has guided Centerline to the top of the industry, with over 1,300 employees designing, building, and maintaining critical infrastructure networks and facilities across North America.

With over 20 years of industry expertise, Mr. Delman is an entrepreneurial and results-driven leader. He has provided professional services and technical solutions to Fortune 100 companies, driving revenue and profitability through effective operational, sales, and financial strategies. Under his leadership, Centerline's executive management team has delivered consistent value to shareholders and employees.

Mr. Delman attended Boston College in Chestnut Hill, Massachusetts, majoring in economics.

Duncan Maclean is a seasoned telecommunications leader with over 22 years of global experience in both wireless and wireline industries. Starting as a field technician, he advanced through roles in project and commercial management, supply chain, network operations, vendor management, and sales. Mr. Maclean’s leadership spans hardware and services, emphasizing team development, operational excellence, and shareholder value enhancement.

Currently serving as President of Wireless at Centerline, Mr. Maclean oversees the wireless business P&L, strategic objectives, operational efficiency, and financial targets. He drives vision and strategy, identifies growth opportunities, and ensures operational superiority through continuous improvement and execution excellence.

BeforeCenterline, Mr. Maclean achieved significant milestones, including scaling a startup to $100 million in revenue in two years and leading a $1.3 billion operating budget. He facilitated over $500 million in recurring revenue and $4 billion in total sales. Mr. Maclean also spearheaded the implementation of the sixth live 5G network in the U.S. and deployed the first multi-operator radio access network (MORAN) in the United Kingdom.

With experience across carriers, OEMs, and service suppliers in various countries,Mr. Maclean has managed large teams, delivering on customer commitments through innovation and motivation. He holds a Bachelor of Science with honors in Management of Electronics and Global Communications Systems from the University of Plymouth in Plymouth, England.

Don MacKenzie is an operational executive with an extensive finance background and expertise in professionalizing operations, team building, and growth-oriented leadership. His experience spans varied industries, including manufacturing, distribution, equity investing, and business services companies. Mr. MacKenzie has a proven track record of optimizing financial infrastructure, improving operations, building, mentoring, and leading strong teams in fast-paced, demanding environments.

Mr. MacKenzie currently serves as Chief Financial Officer of Centerline. After joining the company in 2020, he partnered with the CEO and the management team to grow the business organically and through the integration of several acquisitions.

During Mr. MacKenzie’s 35-year career, he held executive leadership positions at Big Four CPA firms in the UK and U.S. He led mergers and acquisitions, several private-equity-backed businesses, and two international venture capital firms. In various roles, he has been responsible for finance and many other functions, including HR, marketing, sales, IT, and operations.

Mr. MacKenzie earned his Bachelor of Science from The University of St. Andrews in Scotland and is a UK Chartered Accountant with over 30 years of membership in the Institute of Chartered Accountants of England and Wales. He is affiliated with Financial Executives International and the Financial Executives Alliance.

Andrew Thompson is a telecommunications leader with over 15 years of experience in the wireless and wireline industry. He joined Centerline in 2008 and has since progressed through various roles within the company.

Currently serving as Chief Commercial Officer, Mr. Thompson oversees all commercial aspects of Centerline's operations, including business development and marketing strategies. His responsibilities involve identifying market opportunities, defining target markets, and devising plans to optimize revenue and market share.

Mr. Thompson’s journey at Centerline began as a site acquisition consultant, where he contributed to new site builds in the Northeast region. Throughout his tenure, he has held roles in project management, business development, and departmental leadership. Notably, he led the wireless organization as President of Wireless Services.

Before Centerline, Mr. Thompson worked at FactSet Research Systems, providing analytics and technology services to large institutional investment managers. He holds a Bachelor of Arts from the College of the Holy Cross in Worcester, Massachusetts.
